A long-awaited internal Justice Department report will essentially clear controversial UC Berkeley law professor John Yoo — one of the lawyers who crafted the legal justification for the Bush Administration’s torture policies — according to Newsweek [hat-tip: Talking Points Memo].

This reverses the tougher findings of an earlier, draft version of the report, and also applies to Jay Bybee, a federal appeals court judge in Nevada who also served in the Office of Legal Counsel.
